The Dutch government was pleased to note that the Serbian government has made considerable efforts in the last year on its path towards EU-integration.
Serbia has also shown progress in the cooperation with the
ICTY, as ICTY prosecutor mr. Brammertz had already pointed out in
June. We are now waiting for the new report of Brammertz to the
UNSG, due in the beginning of December, to verify whether the
Serbian authorities have indeed done all they can to cooperate with
ICTY, including their efforts to apprehend the two remaining
indictees at large. Mr. Brammertz conclusions will be an important
factor in the Dutch considerations.
The Dutch government is strict but fair when it comes to
enlargement issues; if a potential candidate country makes efforts
and the results of these efforts are obvious this needs to be
acknowledged, as we did before.
In this light the Dutch government has already suggested to the
Commission and the EU-presidency that the EU should grant visa-free
travel for the Serbian people and that the EU should take measures
to facilitate Serbian export to the EU.
The two main coalition partners in Dutch Parliament
(christian-democrats and social-democrats) have agreed that Dutch
Foreign Minister Verhagen could revisit his policy vis-à-vis
Serbia, based on the report by prosecutor Brammertz.
At the same time however there is broad agreement in the
Netherlands and other EU- memberstates that an EU-application by
Serbia would be inopportune and premature since the preceding step,
the Stabilisation and Association Agreement (SAA), has not been
ratified by the memberstates yet.
