Bilateral cooperation with Serbia

 

The Netherlands Government actively supports Serbia’s aspirations for integration into the Euro-Atlantic structures through the bilateral cooperation program tools. Even though in 2009 Serbia is no longer a partner country in terms of the Dutch development policy, the Netherlands’ support continues through following development programs:

THE MATRA PROGRAM

Matra is a major program run by the Dutch Ministry of Foreign Affairs that supports the process of social transformation in Central and Eastern Europe. The very name “MATRA” derives from the Dutch expression for “social transformation”- “maatschappelijke transformatie”. This program focuses on activities that contribute to further development of open, pluralist, democratic societies, firmly embedded in the rule of law. Matra seeks in particular to strengthen the fabric of civil society, stressing the importance of cooperation and interaction between private and public bodies.

  • MTEC Program
Matra Training for European Cooperation (MTEC) has been developed by the Ministry of Foreign Affairs to support the transition from totalitarianism to pluriform democracies in Central and Eastern Europe. The program aims to (1) enforce partnership with the new EU member states, (2) facilitate preparation for accession to the EU for Candidate member states, and (3) increase good neighbour ship with the EU's Eastern and Southern neighbours. The program is also an instrument to enforce the bilateral relations of the Netherlands with the respected countries at government level.

The program Matra Training for European Cooperation (MTEC) is being executed by the unit CROSS, which is part of the EVD, the Agency for International Business and Cooperation of the Dutch Ministry of Economic Affairs.
MTEC consists of two different types of training:
  • Academic programs in areas of good governance (duration: 12 months).
  • Training courses on transformation related issues (duration: 2 weeks), particularly concerning the preparation and finalisation of EU-accession.
Candidates for both, the academic programs and the training courses, should apply through the website www.cross-agency.nl and consecutively send their printed application form to the Royal Netherlands Embassy in Belgrade. The Embassy will pass the applications on to the EVD/CROSS. For academic programs candidates should also complete the regular admission procedure of the organising university.

THE HUMAN RIGHTS FACILITY

Under the Human Rights Facility the Netherlands Ministry of Foreign Affairs gives an incentive to local initiatives that directly promote human rights or prevent human rights violations. The Human Rights Fund is managed by the Embassy of the Kingdom of The Netherlands in Belgrade. Aim of the facility is to support initiatives coming from government or civil society in Serbia and in Montenegro in the field of human rights and good governance. Priorities are determined on an annual basis, and currently include the rule of law, media freedom, and the position of minorities, amongst others. The facility is open for applications all year long.

G2G COOPERATION IN SERBIA

The Government to Government Programme (in brief: G2G) aims to strengthen the relations between governmental bodies of The Netherlands and governmental organisations in the Neighbouring Countries to the EU, among which are Serbia and Montenegro.

The programme provides support through technical assistance to the public sector on relevant economic and environmental themes in the recipient countries. This is realised through short, medium and long term projects, aimed at bilateral co-operation, plus institution and capacity building. Core elements of this programme are mutual initiative and ownership, as well as flexibility.

G2G covers subjects which support the functioning of the market economy and the strengthening of an enabling environment for entrepreneurship. Project proposals could address sectors such as agriculture, transport, finance, economic development and energy. Preferably, projects should be geared towards subjects of mutual interest for the Serbian and the Netherlands governments. Its donor is the Netherlands Ministry of Economic Affairs (MATRA-G2G) or the Ministry of Foreign Affairs (MATRA-Flex) and the project selection process in the Netherlands is co-ordinated by the EVD - Agency for International Business and Cooperation.
